A small gift/card would be appropriate after 7 weeks. Completely ignoring the holiday would be like ignoring that you're together.

If he genuinely doesn't know it's Valentine's day because it is a week day, then trust me, you do not want to keep this one. If he doesn't come and see you on Valentines day, you still don't want to keep this one. In my opinion saying "No Valentine present, no blow jobs." would be a complete waste of good breath.
