Yes, you feel it. It's part of your body after all. You're not necessarily aroused by it though. Like if I'm moving through a super crowded nightclub and some guy brushes against me or they end up pressed against someone's back as I'm trying to get by (and for the record, yes, we know when you guys intentionally lean back into our space to enjoy the boob contact as we're trying to move past you) it's not like it's a turn on. I think sensitivity mostly has to do with context. If a guy you're into puts his hands on your breasts, even with clothes on as part of foreplay, yes it's a turn on. That's why I'm not a fan of shaper bras or those with padding - you lose the eroticism of visible hard nipples and the general arousal related to touch until the bra comes off. It might still be a turn-on because of the idea of what the guy is doing, but if it's related purely to touch with your eyes closed, probably not so much. Sheer bras are best for that kind of thing.

Hell Yes! At least for me!
I know some women who are not as sensitive to it or are wearing extra heavy padded bras and claim they don't feel it or don't like to feel their nipples getting touched when not sexually aroused. Strange but true in some cases.
For me, it is an instant turn-on!

You're not planning on groping someone are you? There's probably a threshold below which a woman wouldn't notice through a top and bra but you'd want to make sure she's OK with with what you're doing before you try it out.
