Yes, size does matter!!
If the appendage is less than 4" ... or more than 9" ... it's not favourable.
But you know ... women are lovely creatures that can appreciate what is attached to a man they adore. And, those with the less or too much usually accommodate in other areas, if they are at all interested in pleasing their partner.

Is there such a thing as too small? - yes.
Does size matter? - yes, to a degree.

To be fair, the question was for the biggest and it should not be difficult to get one over average size. If you asked what was the smallest, I am sure you would see the shorter numbers.
But like others have pointed out, size is relative. Sure, it matters. But not always in the ways people might WANT it to matter. Being the RIGHT size for your partner is more important than just being "a" size. There is a range of "normal" sizes, both for penis' and vaginas. And that happens for a reason. And most will be perfectly fine with anyone in the normal range (both male and female ranges). Those outside that range will usually have issues, but they could actually pair up and be perfect for each other.
Within the normal ranges though, yes, some women prefer one size over another. But that IMO is like preferring one body type over another, or one eye color over another. We don't always end up WITH what we prefer, but that does not mean we are not perfectly satisfied with what we DO have. More so since sex is about more than a penis and vagina.

Yes, it matters to a degree, but it’s not something I’d walk away from. If it was a random hookup, maybe, but I don’t do those, so no worries.
