There are, at times, people in those rooms you mentioned.
I have to admit that for most people the bedroom works as both those general chat rooms.
If you feel overwhelmed by all the whispers you can actually turn them off in your settings on your profile. When someone then whispers you they will get an auto reply that you don't accept whispers.
It is totally acceptable to just lurk in the rooms. Very many do it and wait for an appropriate time to participate in a chat that is going on or for a topic they're interested in to be brought up.
I bet that one of these days you'll find someone sitting around in a general room, just waiting for someone to have a chat with.
Me? Oh, I'm usually in the bedroom or make my own room. Why, hm.. I suppose it's out of old habit.
I have not been in any chat rooms yet. I have planned to give one or two a try sometime. What do people chat about? Just general shoot the shit. That'd be fine.
I've found most all chat rooms in general to be totally annoying and boring. One on one or two for me!

Bunny Rabbits cute and fuzzy they want to love you but they have razor sharp teeth - don't piss them off! @Buz, we talk about pretty much anything. Very often it's about ordinary life.
What we've done, what we're doing. Where we are from, how the time flies by. What you prefer reading.
There's also a lot of action. I.E: You can end up in a pillow fight and if in the wrong/right room a gang-bang.
You can share pictures with one another(much more "pornografic" than the forums) and share music and other clips from youtube.
It's pretty much like Lush is a town and the chat rooms are your nightclubs, pubs, cafés and kinky clubs. (At times we even have poetry circles. )
Valid points made Shylass... I tried out the chatrooms a couple of times when I first joined (I read the rules and decorum of chat first)
So I said hello and went to lurk quietly in the corner to see how things worked. I found myself booted out... TWICE!
I guess I didn't contribute enough within the first 5mins.
I've stuck with the forums since then to interact with other members in the Lush community.
BTW Thanks Catnip. I didn't realize I could shut off the whispers. They were a little overwhelming and confusing.
I'm not a chat room fan. Been here two months and I played forum games a lot. Only been to chat room a few times to observe, and always left within 2 minutes.
I do chat, but only with friends, who I have exchanged PM before, read his/her bio before, or knew his/her style from forum posts before. It's just my personality, I only chat with someone I feel comfortable with.
I can relate to your hesitation...I'm very hesitant to even post on these bulletin boards because I tend to think and rethink everything I write. I've been a member for almost a year and have only posted a handful of times (this is me branching out! lol)
There has to be a happy medium for me to be comfortable in a chat room...too aggressive will scare me off, but I'm not aggressive at all so someone else has to initiate the conversation. Maybe sometime I'll venture into one of them...but it would be easier with someone I "know." (Kind of like going in to a bar in "real life"! You need your wing man!)
