The "best" IMO is where you can have sex comfortably and it meets both of your desires. That means that what is best at any given time can change.
Lots of places can be very exciting. It depends on the mood and desires of the couple at the time. Car, woods, back room, back of building, kitchen, etc. I like them all including the traditional bedroom. Have tried them all over time and all can be fun.
My first answer would be anywhere but thats too easy. I like the bedroom because of all the room the bed gives to manuver and get to business.
Bed is definitely the easiest but other locations can be quite exciting. Kitchen table, couch, outdoors (in a discreet spot of course). Around water (shower, bath, pool) is a favorite. Wet skin is turn on for me.
Any room in the house and obviously the bedroom is the most comfortable but on a train was quite exciting, in a car was too although the gear stick was a bit inconvenient, in a secluded room in my office after everyone had left, but of the outside venues the best was in an olive grove and getting completely naked within sight of some houses. I have this fantasy of doing it on the cushions of the altar rail of a church still not managed that though.
To be honest anywhere!! But outdoors involving water is nice. Kitchen table also fun.
