It is a while since I went to something like that but obviously a gorgeous gown on top, and I would go with bra and panties matching one another and being a good match or contrast with the dress. I would always wear panties and would go with thigh highs or stockings and a garter belt rather than tights/pantyhose. This makes the removal of panties such much easier if necessary.
