Not every woman wants to screw other men no matter how sexual they are and aren't being satisfied by their partner...and not every woman wants to hear the man they love say it's ok with them to be with other men. I personally would hate it and it would definitely cause bigger issues in my marriage then the ED would. This is her choice and if she says no, then respect that and drop it.

I agree with others. This is her choice. If you've suggested it - or even urged her to do it - and she doesn't want to do it, that's the end of it. Perhaps you can find another way to please her. Toys?
It sounds like this is motivated largely to assuage your sense of guilt at being the problem in your sexual relationship. Your wife either has no interest in other men, or she does not want to validate your sense of guilt by going along with your suggestion. She may see acquiescing as an admission that you have let her down, and she loves you too much to do something that she sees as a confirmation of your feelings of sexual inadequacy. In either case, you cannot force the issue. It is totally up to her, and it's your duty to abide by her choice and make every effort to salvage your sexual relationship in a way she is completely comfortable with.
Have you ever tried just having great foreplay and oral sex? You can also use toys on her. I think there are a lot of other options here.
based on your second post, it sounds like she wants to keep you in the loop. you stated that you, not her, get tired of watching her ride you. not every woman wants to have sex with someone outside of their relationship, respect her wishes and try to find new ways to keep it fresh.
