Why no underage characters/non-consenual content

I am new here so please forgive me if this the wrong place to ask this, or if the question itself is inappropriate.

I emphasize that the following is meant purely as a question. I just want to inform myself. I have no intention to debate or to question the policies here.

With that out of the way, here's the question. The inclusion of under age characters in sexual situations is banned on this site as well as on others, as well as in the writer guidelines of certain publishers, and also implicitly on Amazon's self-publishing platform. The same goes for non-consensual acts.

I would like to know why. Is such content illegal?

You can’t truly call yourself peaceful unless you are capable of violence. If you’re not capable of violence, you’re not peaceful. You’re harmless.

It's a choice on the part of publishers that boils down to two things:

A) They believe the inclusion of such material will bring them more grief than profit.

B) They simply don't want to be associated with something that they find offensive, and since it's their house, it's their rules.

Purely textual and fictional accounts of underage/non-con sex aren't illegal.

Photographs/Video of non-consent aren't even illegal, so long as they're staged and not someone recording an actual .

Photographs/Video of minors in sexual situations is illegal.

I don't believe that staging a scene such as this with legal-age actors is illegal. But, with regards to the last, even most porn producers won't cast someone to play an underage character. If they're shying away from it, then you know it has to be a bad idea.
