Not really. I would not say it is a turn on either. Neither is it a turn on to have super large feet, but it is not here or there. It is not really relevant to me. That is like asking if small hands are a turn off too. It's like most things~ people often prefer somewhere in the middle in size of things, whether it is hands, feet, penis, breasts, etc. My hands and feet are small, and I am short, so almost everyone is bigger than me. I do not have an issue with my build ~anywhere. So it is not an issue with me with a male. I like someone atleast slightly bigger than me. I do not know if there is any real/actual correlation between endowment size and feet or hands, but either way, it's okay if they are smaller built.

For me it wouldn't be a turn off as such but I definitely prefer men with big feet and I am talking about size 10 and above. This is probably though because I prefer extremely tall men, over 6ft is what I love!
