A great option when you're new is checking out the chatrooms - just jump into the conversation and remember - treat people as you would if you were meeting them at a social event or a bar and you'll probably have more luck getting to know them.
Some other tips:
- fill out your profile so that it really gives people an idea of who you are and what you're looking for
- post in the forums and make yourself more visible on the site
- vote/comment on author's stories and then send them a nice PM about it. People are much more responsive when you take an interest in them and who they are
- browse through profiles and contact those people that are open to chatting or are looking for what you're into
