It's possible. Those are concrete barrier walls for construction. That could be why the cameras pointed that way. Although we have cameras all over the roads and highways here in the states. If pressure builds due to a clog or something blocking the way the water has to go somewhere. And it looks like up and out it is. If that structure is downhill from a lot of others and is blocked on the downhill side, the water has nowhere to go but up
