My question pertains to making an audio story. What hardware/software or whatever is needed to do this and if I wanted to do one, what are the rules as far as length, etc for making one?

It's relatively straightforward. Any laptop made in the last decade should have a mic built in. If you're on a desktop, I'm not so sure, you may need to spend a small amount on a mic - or if you have a cellphone, they usually come with a headset and mic built in these days. I'm not sure of the quality of those though.
