Not sure if it applies to chat windows as well, but for the forums there's a 20 posts rule that says one needs that many posts before one can post links and images.

Some more details please:
What browser are you using?
Using said browser can you copy/paste images to other sites?
Which variation of the Copy command when you right click on an image are you using?
When you paste does anything appear or is the copy buffer effectively empty?
Do you have another browser you could try, if so please do so and report back the result.
Has the issue been apparent since you joined or has it only now become a problem?
