Click on the bell, and BAM! you go right to the 'Down for Maintenance' page.
It appears to work as designed now. Yesterday, after your earlier post, I found that it was intermittently working or failing. I was unable to track it down to any specific reason (for example, changing what background page I was on when clicking the notification bell icon).
Was it unnoticed by any other user?

No, but I've had other notification issues that seem to be "unsolvable" by the development team. They try but either can't duplicate the issue or it works as it should for them. It's hard to show them what's happening because if they can't duplicate the issue they don't see the problem. But they do try to fix all these notification issues.
