Press "Post Reply", then the text box comes up.
At the top of that are options for Bold, Italics, Underline, Quote, Code, Image link (external), Image Upload (Lush hosted), Insert Link, Youtube insert etc.
Do you need me to post a picture of where it is?
Do not just click "Quick reply", or none of those options are available.
