1. Yes, create a new photo album, then you have a choice to show all, allow friends, or custom, where you can choose which friends.
2. You just post the URL of the photo and it should automagically appear. There's a mini landscape icon which lets you add the URL too, but simply pasting the image URL in messages or comments should work fine.

I think he's referring to posting a picture on someone's profile page...
You have to paste the "direct link" from Photobucket into the landscape icon to do that...
