I suggest you read some of the cross dressing stories here, if you want to understand why people do it. I've read some of them, and the impression that comes across is that there is a sexual charge that the X-dresser gets from many aspects of it; the anticipation, the actual feel of women's garments, the way he feels transformed by them, the nature of it, etc etc.
I don't think that all cross dressers are gay, either. Perhaps some are bi-sexual, or bi-curious, but they aren't by definition gay.
Seriously, read some of the stories here based on cross dressing. There are some very good writers, and the sexual aspect of it really comes across, so that even if you or I don't understand it, or personally get aroused by it, what they feel does make sense and it comes across.
