That would be Rockin' Sidney. The 'toot toot' in the song is a triple entedre'- with two connotations being drugs and sex, but the third, the real meaning, is a term of endearment in cajun culture (spelled 'tout-tout').
And yes, that song is very ridiculous sounding- I dated a cajun girl for almost a year, it's the only reason I know this stuff. Still like to listen to cajun music sometimes.
