No, it's not. Putin has been threatening with nuclear weapons since the beginning, and each time his 'red lines' were crossed and nothing happened. It's all bluff. There's no way in which Russian use of nuclear weapons will not lead to a total wipe out of the Russian army. So, unless he's willing to go down, he will not use them.
He's bluffing because he knows it'll buy him time, because western leaders will hesitate to give Ukraine the weapons it needs. Eventually they'll give them, but not right away. That's what Putin is after. Remember how the West could not provide tanks, because Putin's red lines and oh my, he might go nuclear? Well, we've provided them and he didn't go nuclear. Same with long distance artillery. Or how about neighbouring countries becoming NATO members? Well, Finland recently became a NATO member, but nothing happened.
8 years ago Turkey shot down a Russian fighter jet. What did Russia do? It prohibited the import of Turkish tomatoes. Russia doesn't have the balls to declare war on Ukraine. Surely it won't declare war on NATO (it has been pointed out to them that the use of nuclear weapons will have that effect).
Nothing will happen. And repeating Putin's bluff makes one his useful idiot.

The Congressional Budget Office recently published a ten year estimate of $400 billion to maintain and update the U.S. nuclear arsenal from 2017 to 2026. One major cost center in the report is $25 billion for the “operation, sustainment, and modernization of tactical nuclear delivery systems — the aircraft capable of delivering nuclear weapons over shorter ranges — and the weapons they carry.”
I too wonder if the Russian military receives and spends similarly on its tactical nuclear arsenal.
The Russian military surely has given an inept performance. I wouldn't be surprised to see the Russians explode a nuke on themselves.
Their military morale seems really low. It looks like a military forced to do something they dont believe in.
