We road tested this a year or so ago. In short, it failed.
Why? A number of reasons.
1) People were submitting stories containing, what we deem, illegal content ( / cp / beastiality etc). So, unless a story moderator reads the stories prior to them going to an editor (talk about double-handling), this will always be a problem.
2) Some lazy members were using it as a free editing service, sending many of their poorly crafted stories to our unsuspecting volunteer editors.
Our story moderators do a light edit to correct minor errors, but where writers obviously need help with the basics, they are given a list of reading references / quick guide help links.
If those aren't enough, we encourage writers to post in this section, asking for help from a volunteer. That way, those that seriously wish to improve their craft, can get one on one attention.
Would anyone care to make suggestions on which software they use to write stories? I presently use Word on a Mac but it is designed as a tool for everything. I would love to find software designed just for the writer, that will catch editing items, but keep is simple.
If I'm having problems with a story I might ask someone to help me out, but never someone I'd never talked to before. I am not secure enough in my writing to ask any of the writers I respect to read my story and give me opinions, so I certainly wouldn't just send one off to a complete stranger for that purpose. Maybe it would be a good idea to build small writing groups with at least one experienced editor. Someplace where you could get to know people and be free of those who would just join in to hurt your feelings or make you feel like a loser, and there are a lot of people like that. I meet them in the chat rooms sometimes.
