Fair use (in the US):
1. Purpose of use: Apart from maybe getting a nominal prize through competitions, stories here are non-profit, volunteer content. That said, the site does make some money, but mostly that money is reinvested in supporting the site itself. Generally educational and critical purposes are exempt from copyright prosecution. In addition, In other words, no one is getting rich off of quoting music or movies. Furthermore, if you give proper attribution to the original creator, you aren't claiming it as your own original work, and therefore can avoid the charge of plagiarism.
2. Nature of the copyrighted work: If a work has not been published, it is often off-limits. But if it's been released to the public then it's generally fair game for quotation and reference.
3. Amount: There's clearly a difference between a limited quotation and reproducing a work in its entirety.
4. Effect on the value of the original work: Does the quotation or reference diminish in any way the value (determined in dollars) of the original work?
Quoting the single line here, "I see a red door and I want it painted black," isn't going to significantly impact the Rolling Stones' sales figures, nor does it reproduce the entire song 'Paint it Black.' I'm not claiming it as my only original work. It's a famous line that lots of people are familiar with. And the reason I used it was to educate readers, though I don't profit from it personally.
