Deciding to publish stuff under a certain name means that the published work and the author's (chosen) name are now public, and therefor can be referenced I would think.

Why would it matter if one of the characters mentions reading some Lush author, or any other author that has published any stories? Their names and stories are publicly available and unless it says/suggests that those authors did or say something, other than publishing their story, I don't understand why one would need their approval.

Would one need approval from Google or Microsoft to have one character say "It was still the early days of Google Maps, and Kasey was having a hard time finding the place" or for using "As Windows was firing up, …"? How about "Aaron had planned to finally start reading Stephen King's latest that night, but…"?

Beyond the things Georgia pointed out, it's the polite thing to do. Some people don't want their name associated with someone else's work or with other members so it's always better to give them the option to say no.
