Because avatars can be seen by anyone, including non members who stumble upon the site. That includes under age people who stumble upon it.
Also, not all members want some strangers' genitalia forced upon them just by coming across an AV. That's what image galleries are for.

I was wondering why lush (an adult sex forum) does not allow explicit genitalia photos in their avatar pictures. Do y'all think that is a good thing or should it be changed to allow people to show what they want in their profile pictures?

because it's unimaginative. after a while, random genitalia shots get kind of boring - seen one, seen them all. i prefer avatars that reflect the personality of the person. it's much more intriguing then a picture of a penis. *yawns*

You can post any type of pictures you want in your image gallery as long as they don't violate major rules like violence or or underage things. But your avatars are really the face of the site. It accompanies your forum posts and your story comments. People navigate this site in many different places, and we like to keep the face of the site as view-friendly as possible because people see your avatar whether they want to or not.
So if it's anyone's desire to show their nudie bits, feel free to do so in an image gallery where people have the OPTION to do so and aren't forced.
Yes it's an adult site, so we should act like adults and not force people to look at our junk.
ASIDE: There are so many creative ways to show your parts to people without being so in-your-face about it. You can do an erection through undies. You can show your boobs. You can take a pic in a speedo. You can show your boobs. You can take a pic in some sheer panties (damp even, if it tickles your fancy..or if you've tickled your own fancy). You can show your boobs. You can do a pic in sweat pants. You can show your boobs. You can do yoga pants or booty shorts. You can show your boobs. You can do an underwear or bikini pic and do the vagina wedgie thing. You can show your boobs. You can do an obscure nude pic where it's not a close-up of your genitals, but it's still your genitals. You can show your boobs. You can do that torso thing that some guys prefer. Or...you can show your boobs.

If willies and vaginas were allowed as avatars, I would never have joined Lush. Some people may say that's a good thing. They can bog off.
Part of Lush's appeal for me was that I could read about and explore sex in written form without being freaked out by certain pictures and subjects that are thankfully not allowed. Lush is changing and growing, and whilst there are certain aspects of that I'm not happy or comfortable with, it happens. I hope this particular rule won't change. .
