In the porn industry, models (female/male) charge a specific amount for a scene/movie based on the nature of activities they need to perform. For example: A model doing a soft-core scene would not be given as much money for it as a hard-core production. Even in a hard-core porn, the models charge varying rates depending on if its simply going to be a Blow Job or if it involves multiple activities like BJ, Cunnilingus, Rimming, Deepthroat, Penetration, Anal, toys, lesbianism, threesomes or all of the above.
Cumming inside a woman's mouth and having her swallow it costs extra. So from a cost perspective cumming on her face is desirable for producers. Furthermore, I think it's also from a health perspective, swallowing human semen could be considered unhealthy by many and hence porn producers discourage it. Finally, as Sirene has said it is often seen as a sign of male conquest over the female and so it makes for good production value.
