Both of the stories I've written so far have over 1,000 views apiece, yet there are hardly any votes and no comments. Is there a way to increase those numbers?

A lot of those views might be search engine bots, I don't think the software differentiates.
Unless you can change human nature, there's not that much you can do. It is hard to get people to vote, let alone leave a comment.
You could befriend lots of members and ask them what they think of your story, that's one trick a few people here use to good effect.
