Humans have been changing the climate ever since they started getting organized.

They've been burning wood and coal for millennia. For heat and for smelting iron, bronze, copper, gold, etc.

That climate wrecker, Englishman Thomas Newcomen invented the first fuel-burning steam engine 50 years before the US even existed.

How far do you want to go back to apportion blame? Just far enough to put the arm on a rich country, apparently.

Humans have not been doing that for millennia on a scale that influences the climate. Also, we did not always know that what we're doing is influencing the climate. But at some point we did start influencing the climate and at some point we did find out that we were doing so. So that's how far back I'd say.

Send a climate reparations bill to major polluting nations like China, Russia, and India and see what their response is. Also, southeastern Asian nations which have become major polluters, and especially dumping plastic items into the ocean. Add Japan to that list, as Japan has only recently began to quit dumping plastics and liquid pollutants into the Pacific Ocean.

No one is paying climate reparations. The idea is silly. Will "Global North" ask for reparations for "Global South's" mass deforestation, which has a huge impact on global warming? No!

Subsidies for fossil fuels should stop immediately indeed. Not sure why reforestation should only be done south of the equator though. Cities should be made a lot greener everywhere, as it helps to hold water, which in turn helps to moderate local temperature.
