A six has 0 bears and 1 fish. A 3 has 2 bears and 4 fish A 4 has 0 bears and 3 fish A 5 has 4 bears and 2 fish
therefore 1 + 4 + 3 +3 +2 = 13 fish and 6 Bears

There are no polar bears, and no fish. It's a picture of dice (you said they were the key).
As OP has left the building, I belive the solution is found as below
BEARS: Polar bears occur in pairs. By holes in the ice they gather round...How many dots on each die are gathered round the center dot?
That's how many bears there are!
FISH: How many fish swim under the sea? What number is under the numbers that you see? On a die, the 1 and 6 are opposite each other,the 3 and 4 are opposite each otherand the 2 and 5 are opposite each other!
So the number of fish is the number opposite the one that is facing you!
