I don't really do it with initial submissions, but if I'm resubmitting a story for edits, I'll sometimes add a note to the mod at the top of the story. That way, I can explain what I've done and save them time having to go through it all again, if it's just a couple of typos, or a changed cover pic or whatever and they can just delete my note when they verify it...
(I always keep it short too - no need to add a tome!!)
It's just a courtesy, but as Nic says, your story shouldn't really need explanation, unless perhaps you're not sure of the category it should be in, or something like that. You can always PM the mod if they reject it...

Bear in mind that you can also PM the verifier who sent the message, if you're still not exactly sure what to do next. The mods are a generally friendly bunch!

One of the best tips I ever received was to sit and read your story aloud - Things which may not be immediately obvious will become much much clearer, especially punctuation.
It is worth taking the extra time to do these things and to read the forum threads listed above - your story will do much better once it's published.

I hate the way that the ads show what you've been browsing recently... I keep getting Dyson ones just now...
I also really hate the amount of gambling ads there are on UK TV right now - whether it's for online casinos, bingo, sports' stuff and whatnot... "All available on your mobile phone or tablet or PC" How easy it must be to lose a fortune
I'm pretty certain that the number of people who're pissing away their wages via their phones right now must be huge... There must be something like three or four ads for shit like this in just about every ad break. It really sucks
