The IRS budget is about the only government program that makes more money the more you put into it, simply because it takes time and money to get the rich to pay taxes.
Both parties will oppose it because both are puppets of the rich but they actually need real deterrent penalties for cheating on you taxes when your rich. A guy shoplifting $100 of merchandise is likely to get more jail time if caught than some guy trying to bail on millions of tax debt. Aggressive financial and jail penalties for the uber rich, you find after a few years of that the tax revenue will flow in.
