My hometown used to have a Crime Stoppers fundraiser every year. People around town (anybody: doctors, politicians, football teams, law enforcement, kids) would make lip sync music videos, and the local station would set up phone lines so you could call in and request a particular video with a donation. I have not heard this song in more than 20 years probably. It was one of the more popular videos. Another favorite was "It's Me Again, Margaret" also by Ray Stevens.
