I'm an American; here, "panties" is the default word and by far the most commonly used. I was shockingly far along in life before I realized that American women don't use "underwear" as a general term for anything worn under clothing. Here that word seems exclusively to mean, well, "panties."
"Knickers" is British or, I suppose, a term used anywhere the Union Jack ever flew. (Except here, of course, because America.)
I like the word, though.
