I think that's fairly accurate. I think it kind of hedging their bet in a way. I know I share this fantasy a bit. I've met a couple of these 'girls' over the years but never really had a chance to hook up. To me, the attraction IS that they seem very feminine. Thing is, there's quite a strong cultural stigma about homosexuality in Asia. It's hard to blame those who engage in 'homosexual' activities with shemales when that's the only form of homosexuality that's tolerated. In the documentary that I've watched, there was actually a 'monk' at some point that kept telling that homosexuality was sinful and immoral... but then he perfectly tolerated (and even encouraged) sex with shemales.
