From conversations I've had with a lot of my female friends who are in, or have been in, long-term relationships, men's sex drive is lower than women's. You might think that doesn't apply here because he's still getting his jollies from watching porn, but I don't think a desire to orgasm is entirely correlated with one's desire to have sex.
I guess, thinking more about it, there may be an aspect of that hormonal teenage boy psychology where men think they should have to "earn" sex, because they may have felt that they had to work so hard for it in the past. When it's handed to them on a platter, as it were, it is perhaps less desirable. Maybe men feel more masculine if they can be the instigators of the sexual encounter. It's a shitty reason, but it's plausible.
