Somebody designed the mark, They were probably quite proud of it. It was then probably approved by some other people....Who lets face it, probably help run this site without getting any wages for doing so. Gav then had to spend some time coding, to allow the badge to be used. We are already talking probably over 12 man-hours worth of work. It just seems a little ungrateful to me that it is now being run down by a select few.

The economics are obvious.
The team here very obviously DO care, or they would not keep making improvements to what is a very well put together site.
Sometimes you have to just realise that some people do not like change. No matter what improvements you make, These people will still find fault.

I suppose it's really about what the "focus" of the story is. I've read stories in the Toys category, to use your example, which were most definitely about the toy(s) and how the characters explore and experiment with them. I have also read stories in other categories that involve toys but it's not a "key" part to the story.
To be honest, the majority of stories fall into several categories and that's why tags are important. Really, we could potentially strip it back to just a handful of categories and put more emphasis on appropriate tagging.
However, I think adding more categories only makes the matter worse. The majority of people are not looking for something so specific as "college stories" or "workplace stories". And if you are looking for Age Play stories, for instance, a quick search should bring them all up and you can choose them from within whatever category most appeals to you.
