In Canada, I moved around a lot because of my job, and I never moved to a "bad" neighbourhood, but I moved into little communities, so your neighbours became like a family. I also grew up in farm country so neighbours were a big part of ones life. So yes, I would pop over with homemade finger foods and just charm the socks off them. It was great! Borrow sugar, movies, books etc... make too much for dinner, they were happy to help out!
Here in China? Well, the culture is just to smile and wave, idle chatter in the stairwell but because I am a foreigner (or an alien!!) they keep their distance as they think we are all murderers or thieves. I thank my lucky stars I am not a foreign man!!!!
