The year is 2030 and major changes were taking place to what was the acceptable punishment that can be given within families.
For decades, it was considered that spanking was cruel, so parents resorted to grounding for one or even several days, and that included taking away all of the electronic devices. That led to a huge amount of boredom on the part of the son or daughter being grounded, and a serious disruption in their social lives.
As well as that, the sons or daughters realised that if they gave their parents the silent treatment and one-word answers whilst grounded, they made their parents feel extremely uncomfortable as they supervised the grounding. It also led to serious disruption in the social lives of the parents, who had to cancel whatever they had planned and stay at home to supervise the grounding.
The mood against using grounding as the punishment grew, and, eventually, notice was taken of that by the authorities. Experts started to compare the pros and cons of grounding to the pros and cons of using spanking as the punishment. After a huge amount of analysis amongst those experts, there was then a public consultation on the subject. In fact, there were two major consultations. One involved those who imposed the punishment, and therefore, in the main, parents, whilst the other was for those who suffered the punishment, and therefore, the sons and daughters.
The feelings were mixed, although there was ultimately a majority vote for reinstating spanking as the main punishment within the family. However, the new rules only applied to those over sixteen. To help with the transition there was established the Spanking Reinstatement Service whose brief was to help families move away from grounding and towards using spanking.
The way that the SRS worked was that if either the parent or the son or daughter resisted the transition back to spanking, then the one wanting the transition to happen could call in the SRA. One of their trained disciplinarians would arrange to come to the home at a time arranged by the one who referred the case to them, but fully intended to be there when the person who was resisting the transition would also be there. The disciplinarian would then have the legal right to impose the spanking by actually giving the spanking themselves. The person resisting the transition would, by law, have to watch the spanking.
After the spanking was finished, the disciplinarian would explain the real benefits of the spanking, pointing out that the punishment was over and there would be no need to ground the son or daughter who had been spanked.
Records were kept of every single time that the SRS got involved, and the success rate was huge, being almost 100% of the cases, as it quickly became clear why spanking was the far better punishment for everyone.
One such case involved Grace, who was seventeen, and, since her sixteenth birthday, her mum had used grounding as her punishment. Grace hated it and reckoned she had lost several friends because of the number of times she had to cancel going out because she was suddenly grounded.
So Grace contacted the SRS and arranged for a disciplinarian to come to her house at 5 o’clock on Saturday afternoon. At exactly that time, the doorbell rang, and Grace’s mum, Amanda, who was forty and divorced, answered the door.
The disciplinarian was dressed in a vest top and a short skirt, similar to what Amanda was wearing, as it was a hot summer’s day. Grace also wore similar clothing, except her vest top was short and showed off her bare midriff.
Amanda could see immediately that the woman who had rung the doorbell was from the SRS because she had the name plastered right across the front of her T-shirt. In fact, it was also plastered right across the back of her T-shirt as well, which Amanda saw later on.
Whilst Grace had let her mum open the door, once the door was open, Grace immediately came into the hallway and said to the SRS Disciplinarian, "Thank you for coming, Mrs Hall. Please come in.”
Amanda was aware of the SRS and wondered whether her daughter would ever get them involved. Grace was one of those who voted in favour of spanking being reintroduced, whilst Amanda had voted against it happening.
Amanda just thought that taking down her daughter’s knickers and putting her across her lap, then spanking her bare bottom, was both cruel and archaic. If Grace was naughty and knew that grounding was the punishment, then surely what she had to do was behave. Why give her a punishment that was over much more quickly, was Amanda’s way of thinking?
Grace thought the opposite. She agreed with the majority of those who voted in the public consultation, that if she misbehaved and had to be punished, why have something that just took so long and was so boring? She felt that a spanking was a more effective punishment, certainly painful, and one that would be memorable, particularly while her bottom continued to sting from the spanking.
That was why Grace arranged for Mrs. Hall to come to the house. When her mum was there as well, because, under the new rules, once Mrs Hall had given Grace a spanking, then that would be the end of the punishment for that particular piece of misbehaviour. Equally, Amanda would be forced to watch and then accept that the misbehaviour was dealt with.
Both Amanda and Grace knew that everything that needed to be decided right then, had to be decided by Mrs Hall, as the SRS Disciplinarian. That included whether it would be a spanking just with her hand or with an implement as well, which was the risk that Amanda was taking, but she felt that it was a risk worth taking to remove the horror of being grounded.
Mrs Hall was actually very experienced as a disciplinarian. The standard training got all the disciplinarians qualified to give a spanking using their hand, a wooden-backed hairbrush, a heavier wooden paddle, a leather strap, and the cane. It would be for Mrs. Hall to decide what punishment was appropriate, although, for almost all family punishments, a spanking with her hand and maybe a wooden-backed hairbrush would be the norm.
Mrs Hall entered the house carrying a large bag, which both Amanda and Grace knew would have in it a selection of wooden-backed hairbrushes and wooden paddles, as well as leather straps and canes. She carried it through into the living area and knew that the most common place for her to carry out the punishment would be sitting on a high-backed dining chair. She had already decided that the punishment she would be giving Grace would be a long spanking with her hand, so long as Grace did exactly as she was told. Any resistance, even making a query about anything that Mrs Hall said, would lead Mrs Hall to increase the severity of the punishment. Everybody knew that was the case.
Mrs. Hall didn’t say anything as she walked over to the dining table and turned one of the chairs into the room. She then sat down.
Once seated, Mrs. Hall looked sternly at Grace, pointed to the floor to her side, and ordered, “Stand right there, young lady.”
Grace knew that she mustn’t do anything to show any level of resistance because the spanking itself was going to be bad enough to have to suffer. On the other hand, as awful as the spanking will be to suffer, she was still sure that, on balance, she would prefer to be spanked rather than suffer the three days' grounding without her electronics that her mum had set for her. So, she immediately went and stood on exactly the spot that Mrs Hall pointed at.
Mrs Hall then instructed, “Put your hands on your head. I will be taking down your skirt and knickers.”
Again, both Amanda and Grace knew this was what always happened. Grace also knew that as she was about to be punished by the SRS Disciplinarian, the correct clothes for her to wear were a vest top and bra, with the vest top showing off her bare midriff, and a skirt and knickers. That was exactly how she was dressed.
Amanda watched as Mrs Hall undid Grace’s skirt and pushed it down towards the floor, catching her daughter’s knickers and pushing both items of clothing right down to the floor. This was one reason why she was against using spanking, because she always felt that grounding Grace was more like treating her as an adult, whilst humiliating her by making her bend across her lap so that she could spank her daughter's bare bottom, was not treating her like an adult.
In fact, what had become clear from the public consultation was that treating the offender as an adult was not the important aspect of the punishment. What was important was that the offender was taught a lesson, and that may as well be carried out over ten or fifteen minutes with a spanking rather than several days by grounding.
It was fully understood that the reason the majority of the sons and daughters chose spanking was that it caused them less inconvenience than being grounded. They obviously accepted that they had misbehaved and needed to be punished, but certainly didn’t need that punishment to be geared to them being treated as adults. If the spanking was just more painful than they could hope to cope with, then so be it.
Those who voted for the retention of grounding scoffed at the idea that the pain of a spanking overrode the boredom of being grounded. However, they were outvoted because there were sufficient adults who knew they got stressed when supervising the grounding, maybe over several days, whereas they accepted the argument that there would be simply no stress when giving a spanking. For so many parents, the decision was actually very easy once they took all of that on board.
One of the reasons that Amanda voted against doing away with grounding was that she didn’t have a particularly active social life. Therefore, grounding her daughter had far less impact on her than for the majority of parents. Nevertheless, even though the vote had gone in favour of doing away with grounding and re-introducing spanking, Amanda had resisted that. Now, she could see the end coming. As she looked at her daughter standing there with her hands on her head, her tummy showing, as well as her waist and everything below, clearly looking as though she felt humiliated, and probably did, and even was probably worried about being spanked, Amanda supposed that Grace fully understood that once this first spanking took place, there would have no alternative in the future but to use spanking on her daughter. That was the new law.
Mrs. Hall still looked sternly at Grace as she said, “The reason you are being punished is that you asked your Mum for permission to go to a party with older girls than yourself, your Mum said no, but you still went. That was very naughty of you, and the correct punishment is a bare bottom spanking with my hand. I know this is your first spanking, but do not think for one moment that you will be able to handle it without crying buckets. Is that understood, Grace?”
Until that moment, Grace didn’t know what punishment she was actually going to get and was relieved when the decision was a bare bottom spanking with Mrs. Hall just using her hand. Grace had spoken to friends of hers who were now more regularly spanked, and so she did know that this was not going to be at all easy to deal with, but as bad as it might be, her friends had assured her that it was still going to be far better than being grounded.

Grace knew she had to answer immediately and replied, “Yes, Mrs. Hall, I understand.”
Mrs Hall left Grace standing there with her hands on her head for a few moments to build up the tension before ordering, “Get across my lap, young lady.”
As Amanda watched her daughter bend down across Mrs Hall’s lap, she knew that she could not object because, if she did, she could be accused of harming her daughter by breaching the law. She also knew that she had no choice but to use spanking in future, and that was what she was going to be told before Mrs Hall left the house. Well, a couple of her friends had been put in this exact position by their daughters, and both of them had actually said, after spanking their daughters themselves just a few times, that it wasn’t that bad. So, Amanda told herself that she hoped that would be the case for her as well.
Grace also knew that being spanked was going to be her future punishment, and right then hoped that it wouldn't be something she regretted happening. Not that she had a choice, though, as the law was now passed.
Once Grace was across her lap with her bottom perched in just the right position to be spanked, Mrs Hall placed her hand on Grace’s bottom and rubbed in circles. As she did, she looked up at Amanda and said, “I need you to agree that you will use spanking in the future, Mrs. Watson. That is what the law will require. Please confirm that this will be the case, and bear in mind that you will have to sign a document afterwards confirming that is what you will do.”
Amanda knew she had no choice but to agree, and so replied immediately, “Yes, Mrs. Hall, I agree.”
With that, Mrs Hall knew she had the required agreement from both mother and daughter, and so then focused on Grace’s bare bottom, rubbing in circles just a few more times before raising her hand and bringing her palm down on Grace’s far bottom cheek. She then proceeded to land spank after spank on alternate bare bottom cheeks, making sure that each spank was a hard one because, as a fully qualified disciplinarian, she was very aware that for a spanking to be effective, it did have to be much harder than the person being spanked could easily cope with.
As the spanking proceeded and Amanda watched as her daughter’s bottom was turned darker and darker shades of red, and her daughter let out louder and louder gasps as she squirmed around on Mrs Hall’s lap, Amanda could see that giving a spanking would at least be something that Grace wouldn’t want to have happen to her, certainly once that was the irreversible method of punishment rather than being grounded. As much as Grace might hate being grounded, Amanda could see that Grace was struggling with the spanking. and so it would not be something she would be likely to engineer by choice.
Grace was actually thinking along the same lines. She knew from her friends who were already spanked that every single spanking really hurt. After all, with all of the public discussion that took place prior to the decision to do away with grounding and re-introduce spanking, it was definitely made clear just how much each spanking had to hurt to justify making the change.
What had also been established amongst parents, at least those who had not wanted to change from grounding to spanking, was that because they were forced to give a spanking in future, they knew that their only chance to teach their son or daughter the lesson they needed to learn was to make sure that every single spanking was a hard one.
As Mrs Hall continued to spank Grace’s bare bottom, those were the thoughts going through Amanda's mind because she knew that she would have to spank Grace in future, no doubt multiple times, and so she did need to make the best of the new rules.
Mrs. Hall was so experienced in giving a spanking that she knew that the spanking didn’t really start until Grace was showing signs of being unable to cope. That wasn’t just letting out gasps and squirming around, nor that the colour of Grace's bottom cheeks were being turned redder and redder, but it was necessary for the tears to start to flow down her face. Mrs. Hall was sure that was happening, which was why she started to land even harder spanks.
One thing that Grace had been told by her friends was not to even try to cope with the spanking. She just had to accept it was going to hurt and that she was going to cry buckets. That was why Grace just lay there, as best she could, took every spank even though she let out gasps and squirmed around on Mrs Hall’s lap, because she knew that it wasn’t just that she didn’t have any choice about the matter, but because this was now going to be how she was going to be punished every single time she disobeyed her mum.
Once Mrs Hall had reached the point where Grace was crying uncontrollably, and both her bottom cheeks and the tops of her legs were an exceptionally bright red, she knew that she had given one of her better spankings. So, she stopped, but let Grace stay across her lap, crying her eyes out. As Mrs Hall kept her hand on Grace’s bottom as a show of control, she looked up at Amanda and asked, “Any questions, Mrs Watson?”
Amanda knew that she was pretty much in the same position as Grace and had to answer immediately, so, knowing that she didn’t have any questions, she replied. “No, Mrs. Hall.”
With that, Mrs Hall tapped Grace’s bottom and said, “You can get up now. Your punishment is over.”
