Chloe was seventeen, just two weeks away from her eighteenth birthday. She lived with her mum, Catherine, who was forty-two. For the last year or so, Chloe has been subjected to being spanked by her mum, who saw spanking as the right punishment whenever Chloe disobeyed her.
Chloe had argued that she was too old to be spanked, but her mum refused to accept that and made it very clear that spanking would continue to be her daughter’s punishment.
In fact, Chloe realised that although being spanked at her age might well be humiliating, most of her friends were subject to being grounded instead, sometimes for days, and each time their electronics were removed. All of her friends who were subject to being grounded always said how boring it was, and even said they would prefer to be spanked. However, their mums did not agree with spanking and only used grounding.
A lot of that changed with the public consultation to reinstate spanking as the main form of punishment within a family. Following on from that public consultation, all of Chloe's friends who were previously grounded eventually had their punishment changed to being spanked instead. The changeover took some time to implement, but once it was in place for each friend, it wasn’t surprising at all that they were all happy with that, because even though they all struggled with the pain of being spanked, always reduced to crying buckets, the spanking was over reasonably quickly, and was certainly better for each of them than suffering the boredom of being grounded.
When it came to the public consultation, Chloe knew the benefit of being spanked and, to help others, voted for the reinstatement of spanking, as did all of her friends who, at that time, were still grounded.
Catherine took part in the vote as well and also voted for the reinstatement of spanking. For her, it was obvious because she saw how much better behaved her daughter was compared to her daughter’s friends who were only grounded.
Once the change in the law happened, both Catherine and Chloe saw the difference in Chloe’s friends, as all of them behaved far better now that spanking was the punishment they had to take.
Even after the new law was passed, some of Chloe's friend’s parents resisted the change and kept on grounding the girls. Some of Chloe's friends had therefore resorted to using the Spanking Reinstatement Service when their mum objected to using spanking and wanted to keep grounding as their daughter’s punishment. Every time the SRS got involved, the punishment always changed from grounding to spanking.
It had been unusual that Catherine had used spanking as the punishment for her daughter. For decades, it was generally held that spanking was wrong, but Catherine got away with it with Chloe. What Catherine knew was that when she was Chloe’s age, her parents grounded her, and she got so bored with sometimes days of having to stay at home without watching TV or being allowed to use the computer. That was why she chose to spank Chloe instead of grounding her.
One thought that grew in Catherine’s mind over the years, though, was whether she would have turned out differently if she had been spanked rather than grounded. She wouldn’t have lost so many friends for having to cancel so many times when she was due to see them, because she was suddenly grounded. That included cancelling sleepovers.
Now that spanking was the general punishment by law, and there had been so much public debate about the subject of spanking, it did get Catherine thinking more about it, wondering how she could try being spanked to see just how much it hurt. It was a fantasy she kept having but couldn’t work out how to make it a reality, just the once.
The change in the law also made Chloe think about things. Her mum had set her a list of rules to keep to, and whenever she broke a rule, her mum gave her another spanking. Chloe never objected because she knew the rules, knew that she had broken one, so it was her own fault, as hard as she tried not to break the rules, and so ended up across her mum’s lap to have her bare bottom spanked time and again.
What got Chloe thinking was that, up until now, she was well aware that her mum didn’t keep to several of the rules herself. Chloe might ask her mum to pick her up from her friends', and her mum would agree. However, her mum either turned up late, and on several occasions very late, but didn’t call her to let her know. That would have earned Chloe a spanking.
Now that the law had changed, encouraging spanking and making grounding illegal, the next time her mum was late to pick her up, Chloe joked with her mum and said, “You do realise, mum, if that had been me being late for you, you would have given me a spanking.”
What Chloe hadn’t realised was that her mum had had similar thoughts because of the public consultation.
Chloe also didn’t know that her mum had read lots of articles that came out during the public consultation, which confirmed her belief that spanking was the right answer. However, further articles came out once the change in the law had been put in place, including identifying that there was no upper age limit for those given a spanking. Everything was simply about members of the same family, so that could mean a grandma in her sixty's being allowed to still spank her daughter in her forty's, as the daughter would be covered by the law because she was within the same family, and therefore be subject to being spanked.
So, when Chloe made her comment, Catherine was still wondering more and more about being spanked herself, so she didn’t see anything wrong in having the discussion and saying, “I do agree with you, Chloe, and can see how it can easily be argued that if I break a rule that I am subject to, then I should get a spanking. The problem with that is that my mum, your grandma, lives two hundred miles away, so I don’t have a family member who can spank me.”
Chloe hadn’t realised that her mum was agreeable to being spanked, but that was encouraging, she thought.
Chloe had already thought about what answers her mum would give her when she made the comment about being spanked, and she certainly thought that one of the answers would be that Grandma lived so far away and was therefore unavailable to spank her. However, she had a ready answer for that and asked, “Mum, I take it you agree that there is no upper age limit for any family member to be spanked?”
Catherine replied, “I know there has been a lot of publicity about that, Chloe. So, yes, I am well aware of that.”
Chloe then almost smirked as she replied, “Have you also seen the discussion taking place about whether the law actually states that the person giving the spanking must be at least one generation up from the one being spanked?”
Catherine hadn’t seen that and replied, “No, Chloe, I haven’t seen that. Surely you are not suggesting that I should get my sister to spank me, given that she lives just a little way away?”
Chloe replied, “That could be an argument, Mum, but as you have broken a rule that directly affects me, and you and I are the same family, I was thinking more that there was nothing in the law that said that the person giving the spanking can’t be the generation down from the one being given the spanking.”
Catherine was shocked by that and replied, “Don’t be such a silly girl, Chloe. You are just seventeen. Do you really think that the law says that you can spank your own mum?”
Chloe replied, “I am not so much saying the law says I can do it, but more that there is nothing in the law that says I cannot. I am still the one adversely affected, so the one suffering because you didn’t do what you said you would do. As I said, Mum, if it were the other way around, you wouldn’t be thinking twice about giving me a spanking.”
Right then, Catherine couldn’t think of a decent argument against what Chloe was saying. Well, other than the fact that it was nonsense that she should be spanked by her own daughter.
On the other hand, Catherine could see the sense in being spanked. It would satisfy her long held questioning about being spanked, which was something that she still thought about so often, and whilst being ‘happy’ to suffer the pain might be the wrong emotion, she would certainly be happy to experience a spanking, even though she was well aware that every proper spanking would mean she would be crying buckets, just as she made Chloe do when spanking her.
Her wanting to experience a spanking still left the biggest query of all, particularly given that her mum lived so far away and, technically, her sister did not fall within the definition of family within the new law. Then, who could give her a spanking, Catherine wondered. Obviously, she wouldn’t want Chloe to spank her. Would any parent?
Chloe could see that her mum was thinking about what had been said, and, smiling, said, “I’ll leave you to think about it, Mum. I’m going upstairs to carry on doing my project.”
With that, Chloe left the room, leaving her mum deep in thought.
In fact, Catherine didn’t have to give it an awful lot of thought because she had seriously investigated how she could arrange to be spanked under the new law. What was commonly known was that the Spanking Reinstatement Service held training courses for potential new Disciplinarians. They were always looking for people to offer to be spanked. Catherine certainly gave more than a little thought to offering to do that.
It was also known that the SRS visited people in their homes to discuss the transition within the family environment. Catherine wondered if she could invite a Disciplinarian here to her home to ask whether there were any alternatives, given that her mum lived so far away. However, as much research as she did on that particular aspect, Catherine found nothing that really helped her find out how she could be spanked.
The best that Catherine could find was that there was a helpline on the SRS website where questions could be asked. As she sat there, thinking, she opened her computer, went onto the website, and submitted a question. She explained that she spanked her daughter, who was seventeen, and that was the established and ongoing form of punishment. However, she had just had a chat with her daughter and had to admit that she had broken a rule that if her daughter had broken that same rule, her daughter would have been spanked. However, her mum, her daughter’s grandma, lived two hundred miles away. So, the question was, are there any options under the new law for her to get the spanking both she and her daughter thought she deserved?”
What really surprised Catherine was that just ten minutes later, she got a reply from the SRS. It was the offer for a Disciplinarian to come to the house, and one was available to come this evening at 8 o’clock. However, the requirement would be for her daughter to be there as well.
Just then, Chloe came downstairs and into the living room, and Catherine asked the question, “Are you in tonight, Chloe, say, at about 8 o’clock?”
Chloe thought for a moment, looked at her mum, and replied, “Yes, Mum, I’m at home. Why, have you got someone coming over, and do you want me to go out?”
Catherine replied, “No, I don’t need you to go out. However, yes, there is the possibility of someone coming over, so I was just checking.”
Chloe seemed relaxed when she replied, “Okay, Mum, just let me know.”
As Chloe turned and was about to walk out of the room, Catherine thought this was too good an opportunity to miss because if Chloe was there when the SRS Disciplinarian came, she would have to accept that the law wouldn’t allow daughters to spank their mothers. So, she replied, “Actually, Chloe, someone will be coming over, but I just need to sort it out for sure. I’ll let you know as soon as I have.”
Catherine then looked again at her computer, hoping that Chloe wouldn’t actually ask who was coming over. As it turned out, Chloe didn’t ask the question and simply walked out of the living room and went back upstairs.
As soon as Chloe had left the room, Catherine replied to the SRS site, saying that 8 o’clock would be fine, and her daughter would be here. Could they please confirm the appointment?
The reply came by return, saying the appointment was confirmed, and the Disciplinarian who will attend will be Miss Davis.
Catherine sent a message back confirming as well and thanked the SRS for their speedy reaction to her query.
Catherine then went upstairs, knocked on Chloe’s bedroom door, heard Chloe say to come in, and went in.
Catherine saw Chloe look up at her with a questioning look, and Catherine said, “We do have someone coming over this evening at 8 o’clock.”
Catherine then explained, “It is a Disciplinarian from the SRS to discuss specifically what the two of us had discussed earlier about who can carry out the spanking of a mum who needs a spanking, when the only family member in the home is the mum’s daughter.”
Catherine saw that Chloe was wide-eyed as she added, “Don’t expect the answer to be you spanking me, Chloe, but I thought it worth asking for advice even if it ends up there is no one who can spank me under the new law.”
Chloe seemed downcast as she replied. “Okay, Mum, you are right to ask. Let’s see what is said.”
Catherine was happy with Chloe's response and said, “I’ll get dinner ready so that we are all finished for when she comes. By the way, her name is Miss Davis.”
Chloe replied, “Cool, Mum.”
Once her mum left her bedroom, closing her bedroom door, and Chloe heard her mum go back downstairs, Chloe turned to her computer, tapped it to get the screen alight again, and typed, “Mum has just told me Miss Davis is coming at 8 o’clock.”
What Chloe hadn’t told her mum was that she had also been on the SRS website and asked the same query, which is why they replied so quickly to her mum. Chloe asked whether a daughter could spank her mum under the new law. The reply was that there was nothing specific for or against it in the new law, so it was open for discussion. When Miss Davis came over this evening, she discussed that specific point.
Catherine and Chloe had supper, but Chloe didn’t ask any questions about the meeting, and Catherine avoided saying anything either.
It was a hot summer evening, so Chloe was wearing a vest top, bra, micro skirt, and knickers, whilst Catherine was wearing a sleeveless dress, bra, and knickers. Had it been a formal meeting with the SRS, then a vest top, bra, skirt, and knickers would be the required dress code, but this one wasn't a formal meeting.
At 8 o’clock, Miss Davis arrived.
Catherine was shocked to see how young Miss Davis was, as she looked to be Chloe’s age. However, she was certainly a confident young lady and controlled the discussion.
To begin with, Miss Davis got confirmation that Catherine did spank Chloe, usually about two or three times a month and sometimes more. It was confirmed that Chloe didn’t object to being spanked, although it did hurt her so much, but she fully understood that every spanking had to. Even so, Chloe said that she also accepted that being spanked was far better than being grounded and said what her friends said about being grounded.
Catherine admitted that she and Chloe had had the discussion about who should spank a mum when the mum’s parents weren’t available, and that was the reason for her query.
That led to the first significant question Miss Davis asked, which was, “Catherine, do you agree that there is no upper age limit stated in the new law for being spanked?”
Catherine replied, “Yes, I do.”
Miss Davis asked, “If Chloe is still living with you when she is thirty, would you still be spanking her?”
Chloe jumped in there and said, “I would be expecting to still be spanked, Mum, at thirty, forty, and even older.”
Catherine hadn’t looked that far ahead, she supposed, and just replied, "Okay, then, yes, I will still be spanking Chloe."
Miss David asked, “Your query on the website, Catherine, was who could spank you at your age if no parent was available. That is correct?”
Catherine replied, a little warily now, “Erm, yes, that is correct.”
Miss Davis asked, “You agree there is no age limit to being spanked. Is there a minimum age for someone to give a spanking? To make the question easier, is there anything that says Chloe is too young? The same would apply to any daughter her age.”
Catherine could see where this might be leading, which wasn’t what she was expecting, and again thrown by that, she replied, “I guess not.”
This time, Miss Davis looked directly and rather sternly at Catherine and demanded, “If that is the case, Catherine, which it is, why are you so against Chloe spanking you?”
